Background

In California, families are required to have a properly installed car seat to leave the hospital with newborn children. A well-intended policy, this requirement impacts families who do not know about this requirement or may not be able to afford car seats that meet safety standards. Although Medicaid offers car seat assistance for qualifying families, these supplemental benefits are now at risk.
